During the recent Budget Guideline Talks, Jean-François Mancel, Chairman of the Council, stressed the need to use new technologies, in particular with a view to the modernisation of public authorities.

Thus, for the first time, on 7 December, a local authority negotiated a public contract on the Internet. The Council used the services of SynerDeal to negotiate a 2-years contract for 78 printers for working groups through a reverse auction.

This process led to a 12% saving on the purchase price of the equipment.

The project initiator, Didier Loth, Deputy General Manager of Services for the Council, chose SynerDeal for its experience and rigour in managing reverse auctions.

The Council first designed suitable call for tender rules, and then launched a public CFT in accordance with the usual procedure. Once the tenders had been received, SynerDeal participated in the analysis and equalisation of the technical offers, and then trained the qualified suppliers in the use of the Internet reverse auction platform.

Finally (on 7 December), in just one hour, the nine selected suppliers negotiated the price of the products in real-time and placed more than 80 bids on the SynerDeal reverse auction platform.

This project, which was carried out in strict compliance with the current provisions of the Public Contracts Code, opened the competition to a wide range of suppliers, enabled real price negotiation and made the allocation process easier, whilst testing out the use of the new technologies.

Didier Loth of the Council said:"We worked with SynerDeal to include e-auctions in the standard public contract allocation process. The result, a 12% saving and high visibility of the equipment and suppliers, has encouraged us to continue".

This operation, carried out with a view to greater efficiency in public ordering and transparency of procedures, is a forerunner to the planned provisions relating to the development of paperless procedures in the revised Public Contracts Code.
