As part of its budget control programme, the Oise region General Council is once again using SynerDeal’s electronic purchasing services for a Call for Tenders for computer products worth over 2 million euros.
Budget control for the Oise region General Council is a reality proven by the fact that there have been no tax increases for 8 years. To achieve its fixed cost missions, the authority has had to be innovative. Thus it has recently used SynerTools, SynerDeal’s online purchasing platform, to organise a new e-Auction bringing together computer suppliers and purchasers from the General Council. This approach will enable the General Council to award a several year contract and make savings of
384 000 euros.
This operation comes at the end of a rigorous procedure actioned by the purchasers at the General Council with the assistance of SynerDeal: the key elements in its success have been to regroup requirements and instigate genuine competition whilst complying with the strict regulations of the Public Contracts Code.
This mission is not the first undertaken jointly by the Oise region General Council and SynerDeal: following an initial success with a tender for printers (30 000 euros) in December 2000 (savings of 12%) and a second for office supplies worth 600 000 euros (35% savings), the Oise region General Council has moved up a gear with this computer supply project.
The Département has also shown its commitment to helping the General Council successfully achieve its mission with measured resources. ”We took the decision to make our purchasing function more professional in the interests of the taxpayer by employing the most efficient tools and methodologies on the market” declares Jean-François Mancel, Chairman of the Oise region General Council.

About the Oise region General Council
The Oise region General Council is a team of 41 men and women elected for a 6-years term by universal direct voting. The departmental assembly is renewable by half every 3 years. Also every 3 years, the general councillors elect the Chairman of the General Council. The lobby of the Département’s Town Hall provides a permanent exhibition space and over 30 000 people are welcomed there each year. The General Council is a dynamic force in the service of progress and development. With a budget of 520 million euros, it aims to improve the everyday life of the people of the Oise region by contributing to a number of different areas (social activities, education, the environment, the economy, sport, culture …). In 1982, the decentralisation laws gave the departments numerous remits, and within each of the domains concerned, the General Council has accomplished all its compulsory missions. But often, it decides to go one step further and achieve the maximum possible in the interests of the Oise population.
